BJP bribed press for Advani roadshow, claims Congress

Bhopal/New Delhi, Oct 14 (IANS) Senior Bharatiya Janata Party (BJP) leader L.K. Advani's anti-graft roadshow, the Jan Chetna Yatra, has run smack into charges of cash inducements after it reachedMadhya Pradesh, ruled by the party's government, Thursday.
The state Congress unit accused the ruling BJP of giving cash to journalists ahead of the yatra, at a briefing called by the Satna district unit of the party.
'The party which is making hue and cry over black money is itself using black money for Advani's yatra,' state Congress president Kantilal Bhuria told IANS.
The All India Congress Committee (AICC) also condemned the alleged attempt to bribe journalists and said it only proved its assertion that the yatra was not against corruption.
'The attempt to bribe journalists in Satna is very unfortunate, condemnable and troubling. We have always maintained that the yatra was not against corruption. Whenever Advani has taken out a yatra, there has been a hidden agenda,' party spokesman Raashid Alvi said in Delhi.
At least two dozens Congress workers, comprising both women and men, were arrested Friday by the local police when they sought to show black flags to Advani's yatra in Satna.
'There is no meaning to such a yatra in Madhya Pradesh when several ministers of the Shivraj Singh Chouhan cabinet are embroiled in corruption charges,' Madhya Pradesh's Leader of Opposition Ajay Singh alleged.
Satna MP Ganesh Singh of the BJP, who along with PWD Minister Nagendra Singh was present at the media briefing, denied that cash was distributed to newsmen by the party.
'Neither has it been a policy of the party nor was (cash) distributed by us,' Singh said. 'But we will sure inquire.'
Advani told reporters that the president of his party unit in Madhya Pradesh, Prabhat Jha, will investigate whether bribes were offered in exchange for coverage in Satna.
Advani's yatra reached Madhya Pradesh late Thursday evening and will remain in the state till Oct 16. During these four days, his yatra will cover 45 assembly constituencies and travel approximately 1,100 km.

Kanimozhi's stay in jail continues

A special Central Bureau of Investigation (CBI) court today deferred hearing on the bail application of DMK MP Kanimozhi and Kalignar TV chief Sharad Kumar till 17 October in the 2G spectrum case.
Kanimozhi's counsel Sushil Kumar told CBI special judge OP Saini: 'We want to argue on the bail application only after the court frames charges against my client (Kanimozhi) in the scam.'
.
Sharad Kumar made the same submissions.
The court will hear arguments on other five bail pleas in the case on Monday.
Kanimozhi, daughter of DMK president M Karunanidhi, has been in jail since 20 May. The DMK MP on 16 September had filed a fresh bail plea before a CBI special court.
Kanimozhi and Sharad Kumar, managing director of Kalaignar TV Pvt Ltd, a DMK-run television channel, were named by the Central Bureau of Investigation (CBI) as co-conspirators in the 2G spectrum scam.
In August, Kanimozhi had reportedly told a CBI court that Prime Minister Manmohan Singh and the then Finance Minister P Chidambaram were fully aware of the 2G license allocations and had decided with the now jailed telecom minister A Raja not to auction these.
The CBI on Friday filed written replies opposing the bail applications of five accused persons in the 2G spectrum scam case, while leaving it to the special court's discretion to decide on the bail pleas of Kanimozhi and Cineyug Films promoter Karim Morani.
While Kanimozhi sought bail on the ground that she was a woman and mother, Morani cited ill-health. Section 437 of the Criminal Procedure Code allows bail for those 'under the age of 16, or is a woman, or is sick, or infirm.'
The CBI opposed the bail applications of Sharad Kumar, Raja's private secretary R K Chandolia, Swan Telecom promoter Shahid Usman Balwa and Kusegaon Fruits and Vegetables promoters Asif Balwa and Rajiv Agarwal.
The agency, in separate replies, cited the order of the Supreme Court, which, while dismissing Kanimozhi's bail plea, had given the accused liberty to move bail applications in the special court after it passed orders on framing of charges.

Axis Bank rolls out lifetime fixed rate home loan

Axis Bank, a late entrant to home loans, has launched a lifetime fixed rate home loan at an interest rate of 11.75% for a 20-year tenure. This is the cheapest fixed rate loan available in the market and is 250 basis points lower than the fixed rate product being offered by the bank till now. Most banks charge 13-13.5% interest for fixed rate home loans.

Axis Bank is aiming to woo customers uneasy over rising interest rates. The Reserve Bank of India (RBI) has raised policy rates 12 times since March 2010. The repo rate, or the rate at which banks borrow from the central bank, has since gone up by 350 basis points.

"This is a pure fixed rate loan with no fine print. Customers would have the option of migrating to a floating rate product. However, it would come at a fee of up to 2%," said Jairam Sridharan, senior vice-president and head (consumer lending and payments) at Axis Bank. The bank runs a home loan portfolio of 20,000 crore of which a major proportion is floating rate loans.

Should borrowers bite Axis Bank's 11.75% fixed rate offer?

"I wouldn't recommend this product to any customer as we seem to have reached the peak of the high interest rate cycle," said Kartik Jhaveri, founder & director, Transcend India Private Limited. "It would be advisable for customers to pay half a per cent more and opt for a floating rate home loan product," Jhaveri added.

"Interest rates have to come down with the slowdown in global economya¦(which is) also looming over India. Locking into a fixed rate at this point is a no-no," says Suresh Sadagopan, certified financial planner, Ladder 7 Financial Advisories.

MOST CUSTOMERS PREPAY LOANS

Most customers prepay loans within 10 years. This loan comes with a 2% prepayment penalty. If a customer prepays the loan, she will end up on the losing side. Even if she locks into such a loan, she will be paying a higher interest cost," Sadagopan adds.

Banks do not charge a prepayment penalty on floating rate housing loans, especially if the borrowers pay off the dues from their own savings. Under 'Nishchint', Axis Bank will offer loans up to 85% for properties valued at up to 20 lakh and 80% for properties costing above 20 lakh, the lender said in a statement.

"The bank will charge a prepayment penalty of 2% on the outstanding amount," the statement added. Analysts are wary of the product as they are concerned about how the bank would raise resources for 20 years. Currently, no bank is marketing fixed rate home loan products aggressively.

Hat in the Ring

WhenNarendra Modithrew his hat into the ring to become India's next prime minister, he never bargained for the fact that he would stumble on a skull cap. The now famous "cap incident" was a rare instance of spontaneity in a carefully choreographed Sadbhavna fast in Ahmedabad, when the Gujarat Chief Minister, in a gesture of spare-me-the-honour, rejected the cap offered by Maulana Hazrat Sufi Imam Sahi Sayeed Mehendi Husain. For a leader desperate to reach out to the Muslims of Gujarat and to Indians at large, that moment preserved by cameras was heavy with meaning, especially so when Modi displays a penchant for wearing a variety of colourful headgear that display the country's ethnic diversity. The three-day amity fast was designed by India's most popular state administrator as a Gandhian short-cut to gain political acceptability needed for a national leader-and to announce his own ticket for the top job in 2014. The queue of BJPstalwarts, all as ambitious as Modi but with less credentials, was a sign of his rising clout as frontrunner. But when the curtain dropped on the drama, did Modi look merely desperate-an impatient player overdoing the part?
The question became inevitable as the noise accompanying the self-canonisation in Ahmedabad was in stark contrast to the silence in Patna.Nitish Kumar, the Chief Minister of Bihar, shares only one passion with Modi: development. When Modi hard-sells his own mythology as a 21st century Sardar Patel who deserves a space larger than Gujarat, Nitish quietly waits in the wings, biding his time, patiently sure of himself. When Modi performs his way into front pages and onto prime time television, intimidating his colleagues in BJP and allies in NDA, Nitish takes backstage in Patna and refuses to supply the mandatory soundbites. If the flamboyance in Ahmedabad was divisive, the silence in Patna was reassuring. When the show was over and Modi had his lemonade, one man stood between him and his unhidden prime ministerial ambition: Nitish Kumar.
Nitish Kumar
Nitish Kumar meets Muslim supporters in Patna.
What is it that makes Modi, unarguably the most popular leader on the Right, a polarising figure in spite of his commendable achievement in bridging the communal divide in post-2002 Gujarat? Why is it that he is still a haunted man, forever struggling for acceptability beyond Gujarat? In opinion polls conducted by india today and even other publications, Modi consistently maintains his lead as India's best chief minister and the best possible prime minister in a non-upa government, but he still cannot take a break from the project of makeover: he is always a work in progress. Modi is trapped in his own image as an uncompromising Hindutva leader. That may be fine with the faithful but in India the gold standard of a right-wing prime minister was set by Atal Bihari Vajpayee, the abiding embodiment of inclusive leadership. Modi is still the proverbial hardliner, and hardline can get you success, not final success. Then, there is the legal labyrinth of riot-related cases which he continues to navigate, and it is unlikely that he or anyone knows till when. Modi has his rebuttal ready for the harrumphers. "When I took over, many felt I was too inexperienced to lead the government but today the same people say I have proved myself. So opinion can change over a period of time. But there is a vested interest group in India with intellectual ability that opposed Sardar Patel, Morarji Desai, Atalji, Advaniji and now me. So the belief that I am a polarising figure is not justified," .
This indomitable faith in himself is not totally misplaced, for he is still the BJP's best bet for 2014. A Modi showcased as India's best administrator with a mass base, and communication skills to match, will be a formidable force. His strength is Gujarat, as much as it is his curse. He now wants a bigger gallery to mount his bestselling portrait as a clean ruler and a development fanatic. Gujarat is the development model that industry moguls continue to toast and The Economist writes about. Under Modi's stewardship, the state has become an economic powerhouse whose growth rate is higher than the country's. Gujarat generates 16 per cent of India's industrial output and 22 per cent of its exports. From infrastructure to agriculture, from education to green technology, Gujarat has taken huge strides, showing the rest of India what focused leadership can achieve.
Modi and Nitish in Ludhiana during an election rally in 2009.
Modi and Nitish in Ludhiana during an election rally in 2009.
Says industrialist and president of the Gujarat Chamber of Commerce and Industry Mahendra Patel: "Modi's greatest asset is his missionary spirit, which has forced the bureaucracy and industry to act. His development model has a trickle-down effect to the lowest levels." A tough administrator, he refused to slow down the drive against farmers indulging in theft to draw ground water for irrigation on the eve of the 2007 polls despite pressure from BJP MLAs. He has become an apostle of participative development. "If you look at India's past 40 years, you will find that ruling parties tailored their budget with a view to strengthen vote banks. They created models that made people dependent on Government. But in Gujarat, we rejected the vote-bank based model and created a new model," he says.
As an organiser and a campaigner who can play with the mass mind, he now wants to sell the slogan "Sab ka saath, sab ka vikas" to a wider audience. And within the BJP, in spite of the charioteer-in-chief Advani's refusal to retire from the roadshow, no one is more qualified to do so. As a senior BJP leader tells, "Ultimately, who else is there?" Publicly, though, party leaders maintain that it is too early for the party to choose a prime ministerial candidate. Arun Jaitley, in the run-up to the 2009 elections, had queered the pitch by endorsing Modi's name for prime ministership in 2014. Today the opposition leader in the Rajya Sabha, who is himself emerging as a national leader worthy of the top job, says the focus is on putting the BJP house in order. "The elections are still three years away," he adds. Party president Nitin Gadkari too says no decision has been taken yet to project anybody as the prime minister candidate for 2014. "We have not decided on Narendrabhai's name. His fast was not to become the prime minister. It is to clear the misunderstanding about Gujarat," he says.
He admits that there are problems in endorsing Modi's name because of the 2002 riots taint. "He cannot do much about it" but the party is making efforts to focus more on his development agenda, administrative skills and dynamic leadership, he says. "If Modi can prove that he can defeat Congress by a decisive margin in the Assembly elections, it will become a little easier for him," Gadkari says. But he is categorical about the possibility of Nitish as usurper: "He may be a key ally but remains an outsider. No worker in the party will campaign for him." Will allies accept Modi? "Ultimately votes count. If we get more votes, allies will automatically come. BJP reaching 165-170 seats is important. And when you go to war, you go with your best General. Modi is the best General that the party has," says a senior party leader.
The General must first win the war within. Modi has hardly been on talking terms with Gadkari ever since rss pracharak Sanjay Joshi was reinducted into the party to strengthen BJP in Uttar Pradesh against the Gujarat strongman's wishes. His weight-reducing bariatric surgery was a well-timed excuse for the party boss to avoid the photo-op with Modi during the Sadbhavna mission. Sushma Swaraj, who made it to Ahmedabad, was visibly uncomfortable in the company of the man who she thinks is responsible for her stint in the wilderness after her defeat from Bellary in 1999. Party insiders feel that Modi agreed to give a Rajya Sabha berth to Smriti Irani only to counter Swaraj. Apart from Advani, Jaitley is the only central leader with whom Modi enjoys a good rapport, though Jaitley himself has prime ministerial ambitions. The rss is already working on a succession plan for Gujarat as Modi is convinced that he deserves an office higher than the one he occupies now. The new generation, swayed by the political zeitgeist, is sceptical about the Modi brand. "While the youth of the country may be on a warpath against corruption, demanding an honest administration, they are also looking for a more inclusive social structure. In this day and age, Modi may never be able to wish away the 2002 blot. It is there to stay. The party will have to do better than a Modi," says a young BJP leader.
That is why Modi's desperation is Nitish's hope. Parties like TDP, Biju Janata Dal and agp-traditionally anti-Congress but wary of alienating minority support in BJP's company-would be happy embracing NDA if Nitish Kumar is at the helm. Apart from his proven record in winning Muslim votes, he is winning, like Modi, in the politics of development as well. As an administrator, he has addressed critical areas ranging from restoration of law and order to health, educational services and building roads. As a leader, he has pushed targeted social welfare schemes. According to his acolytes, if Nitish can make Bihar a functional state, he has the potential to change India too on behalf of NDA. Nitish's biggest disadvantage, though, is his electoral base. He may have the credibility and character to become a national leader, but JD-U, with only 20 members in 543-memberLok Sabha, is not a political force beyond Bihar. Though he has a good political chemistry with leaders like Naveen Patnaik, no regional satrap has come forward to propose his leadership.
The biggest roadblock for him will be Modi himself. With less than six months' age difference-the elder of the two, Modi, turned 61 only last week-the two can neutralise each other. There is no love lost between the two. The relationship worsened on May 10, 2009 when Modi, during an NDA rally at Ludhiana, clasped Nitish Kumar's hand and forcibly raised it as a show of solidarity. Many considered it as Modi's revenge because Nitish had earlier scuttled Modi's plans for campaigning in Bihar for the Lok Sabha elections. Senior jd-u leaders seeking anonymity maintain that Nitish is mentally prepared to pull the plug on the alliance if Modi is named the BJP's prime ministerial candidate. With 117 jd-u MLAs in the 243-member Bihar assembly-besides a handful of Independent supporters-he thinks he can afford to take the risk. (BJP is his ally in Bihar.) Nitish has succeeded in keeping Bihar offlimits for Modi.
Since taking over as Bihar Chief Minister in November 2005, Nitish has put his foot down on Modi campaigning in the state. Nitish does not even mention Modi's name on public platforms, and considers the Gujarat chief minister as a communal leader unacceptable to his inclusive brand of politics. In June 2010, Nitish raged against advertisements carrying a picture of them together at Ludhiana which were placed in Bihar newspapers by Modi supporters. The advertisements had boasted about Gujarat's flood-relief aid to Bihar. Nitish took no time to withdraw his dinner invitation to BJP top brass then present in Patna for BJP's national executive meet. He not only refused to attend the BJP rally held at the conclusion of the meet but also returned the Rs 5 crore given by the Gujarat government. Besides derailing the BJP's national executive meet, Nitish almost rocked the alliance. He knows that BJP cannot afford to lose someone like him who continues to be wooed by the Congress. He now hopes to keep Delhi inaccessible to his rival, though, , he is characteristically diplomatic: "The BJP is yet to officially declare anyone as its prime ministerial candidate. We can express our opinion only after an announcement is made."
The opinion is unlikely to please Modi. Come 2014 and it will be a clash between the socialist and the saffronite in the opposition for the highest political position. It will be a battle to behold.

2G turmoil: PM backs Chidambaram

New York/New Delhi, Sept 22 (IBNS) Prime Minister Manmohan Singh on Thursday said there was no discord in the union cabinet over the 2G controversy and he backed Union Home Minister P Chidambaram whose name was dragged into the turmoil following the publication of an adverse note okayed by Union Finance Minister Pranab Mukherjee.

The Prime Minister, now in New York to attend the United Nations General Assembly, was quoted in media from USA denying reports of infighting in the cabinet even as Chidambaram said on Thursday he would speak on the issue after the Prime Minister returned from New York.

The PM also said that since the 2G matter is subjudice he would not comment on it now.

Amid clamour for his resignation by the Opposition, Chidambaram issued a statement saying: "Friends from the media have asked me why I remain silent.

"As reported in the media, the Prime Minister called me last night from Frankfurt and spoke to me," he said.

"The Finance Minister called me from Washington and spoke to me. I have assured the Prime Minister that I shall not make any public statement on the subject until he returns to India."

The 2G scam debate took a new dramatic turn where the ruling Congress is now apparently pitted against itself after a controversial note of March 2011 okayed by Union Finance Minister Pranab Mukherjee dragged Union Home Minister P Chidambaram into the controversy.

The note of controversy that was sent by Mukherjee´s department to the Prime Minister had said that Chidambaram as then finance minister (2008) when the spectrums were allocated could have prevented the scam by sticking to a policy of auction of spectrums as against the decision of a first-come-first-serve basis policy by then telecom minister and now jailed DMK lawmaker A Raja.

Pranab Mukherjee had okayed the note (a 14-page document) sent this March by the Deputy Director in the Finance Ministry PGS Rao to Joint Secretary in the PMO Vini Mahajan on 2G spectrum and pricing.

RTI activist Vivek Garg has obtained the note now, triggering the latest controversy.

Earlier, the BJP and AIADMK said Union Home Minister P Chidambaram should resign over the latest developments on the 2G scam or he should be removed by the Prime Minister, even as an emboldened DMK said they stood vindicated on the issue.

Congress has defended Chidambaram and tried to put up a united face.

"Mr Chidambaram is deeply involved in the 2G scam. He should immediately resign or the prime minister should remove him," said the All India Anna Dravida Munnetra Kazhagam (AIADMK) supremo, soon after the opposition Bharatiya Janata Party (BJP) demanded the resignation of Chidambaram.

Chidambaram, who was in Sikkim overseeing quake relief, had refused to comment but later issued the brief statement.

Turning the 2G heat again on the United Progressive Alliance (UPA) government, the BJP said Chidambaram should resign from the government.

"Either he should resign himself or he should be dismissed, said BJP senior leader Murli Manohar Joshi.

He said even the Prime Minister was misled on the 2G issue.

Joshi said the Central Bureau of Investigation (CBI) must take up the case against Chidambaram.

"I want to know why the CBI did not act yet against Chidambaram," said Joshi.

BJP senior leader Arun Jaitley said the government is facing a kind of civil war situation with its own ministers now against each other.

BJP leader Ravi Shankar Prasad said: "Today the voice of dissent is coming from within the government and Chidambaram has a lot to explain."
Pranab Mukherjee, who is now in New York to attend a US-India investors´ meet, said he would not make any remark on the note since the matter is now subjudice.

"The whole matter is under the scrutiny of the Supreme Court of India. We cannot make any comment on any matter that is subjudice," Mukherjee said.

But Joshi said Pranab Mukherjee must comment since the note of his ministry is not subjudice.

The Dravida Munnetra Kazhagam (DMK) , the discredited partner of the Congress in the UPA over the 2G scam, is happy with the latest development as it said that 2G spectrum allocation was a policy decision of the government and it proves that Raja had not violated the directives of the Prime Minister or Finance Minister.

"We are vindicated and it has come as a big relief," DMK leader Khushboo said, adding that Raja always maintained that he had not taken any bribe.

Later DMK patriarch M Karunanidhi said said Raja had always maintained that the Prime Minister and the Finance Minister were in the loop in the 2G licencing policy.

Karunanidhi said it is for Chidambaram to decide on resigning if he is found guilty, according to TV reports.

Congress spokesperson Abhishek Manu Singhvi said the party was united and behind Chidambaram.

"The party does not doubt Chidambaram´s integrity and it is now not right to pass judgement on the sub judice issue. We do not, in any manner, accept the allegation made by Subramanian Swamy against him (Chidambaram)," said Singhvi.

"The party does not doubt his integrity. This precise issue has been raised by Dr Swamy in the apex court and is sub judice," Singhvi said speaking to a TV channel.

There is a mischievous attempt, he said.

He said any division in the party on the 2G issue is a figment of imagination of the media.

DMK leaders like A Raja and Kanimozhi are languishing in jail for several months in the 2G case.

Comptroller and Auditor General (CAG), the auditors of the government, has pegged the 2G allocation loss to the government at around Rs 1.76 lakh crore, making it the biggest financial corruption case in independent India.

Panel proposes ‘principles and objects' for Lokpal Bill

New Delhi, May 2:  Civil society members on the Lokpal Bill joint drafting committee have submitted two documents outlining “principles and objects” for the proposed law.

“The civil society members submitted a document with respect to the objects of the Bill as well as one that enunciated the general principles underlying the Bill,” the Human Resource Development Minister, Mr Kapil Sibal, told newspersons after the second meeting here on Monday.

Both sides agreed to reflect on the documents.

Mr Sibal said it was decided to fast-track the drafting process ahead of the June 30 deadline and the committee had agreed to meet again on May 7, 23 and 30. The committee may even meet daily in June to keep with the deadline and help the Government introduce the Bill in the Monsoon session, a panel member said.

“The meeting was very good, very cooperative. There was no difference of opinion,” Mr Sibal said.

Mr Prashant Bhushan, civil society member and lawyer, said: “The discussion was on essential features, objects and reasons of the Bill which has been prepared according to the main provisions of the UN Convention against Corruption.”

He said all signatories of the UN Convention against Corruption have to pass this kind of a law.

India signed the UN convention in 2005, but is yet to ratify it.

Back to 9/11, with forgiveness & fear Indian families sigh, don’t celebrate

May 2: For the Yambem family of Imphal, the news of Osama bin Laden’s death brought a sense of calm satisfaction. In faraway Hyderabad, the relatives of Deepika Kumar Sattaluri expressed similar sentiments.

The families of some of the NRIs who died in 9/11 were largely restrained in their reactions to the killing of the attack’s mastermind, their relief tempered by fears of reprisals.

“This is the greatest day for the family and all those against terrorism. Now that the symbol of terrorism is dead, my brother Jupiter’s soul can rest in peace,” Laba Yambem, Jupiter’s elder brother, said in Imphal.

Jupiter, then 41, was supervising breakfast at the Windows on the World, a restaurant in the North Tower of the World Trade Center, when the building was attacked. Jupiter, the manager of the eatery, died, leaving behind his American wife Nancy McCardle Yambem and their five-year-old son Shanti.

Manipur’s capital had long power cuts this morning, which meant the Yambems had not caught the news on TV. It was around 10am that a cellphone message from a friend in Delhi beeped on Laba’s cellphone.

He let out a sigh of suppressed happiness as he read the SMS: the man responsible for the death of his brother and thousands of others was finally dead.

“My first reaction was that Allah had been merciful to my brother’s soul. We can only wonder what heights Jupiter would have scaled if he were alive today,” Laba said.

Jupiter left India after he was selected as a co-ordinator at Camp America, a youth exchange programme, in 1981. He stayed back in America and married Nancy, a music therapist, and they settled in New York.

“I have mixed feelings,” Nancy said over the phone from the US this evening. “It’s a great end to a chapter, a justice that everybody in the US had been waiting for a long, long time.”

She added: “The families weren’t sure if they would ever hear this. But at the same time, it brings back memories and a lot of negativity. I just visited my son in school to see if he was feeling fine.”

So is it time for celebration for the Yambems in Imphal and New York?

“I am not very comfortable with the idea of celebrating this. My husband was murdered and killed. I know what it feels like. Although Osama needed to be brought to justice, and death was probably the only way to do it, I don’t feel comfortable with the idea of celebrating a killing,” said Nancy, who comes to Manipur every two years.

“I would not be able to live in my shoes had I not been able to forgive Osama.”

The show of emotion was restrained in Hyderabad too. Deepika’s cousin Malleshwari Deverakonda recalled her agony during the months it had taken to receive final confirmation that the 28-year-old IT professional had died in the attack while at work in her office at the World Trade Center.

“A complete list was never given and we came to know about her death only after months,” she said.

Malleshwari’s brother Gopalakrishna wasn’t sure if this was the end of terror. “I don’t know whether I should be celebrating the news of Osama’s death. Can we hope there won’t be retaliation?” Gopalakrishna, who works for an international airline, said over the phone from his home in Chicago.

Among the 41 Indians said to have died in the attack, around seven to eight traced their roots to Andhra Pradesh. Most of the state’s residents in the US are doctors and engineers.

“I am relieved at a world without Osama,” said J.A. Chowdhary, convener of the IT committee of business chamber CII’s Andhra chapter. Chowdhary said he knew “at least a dozen-odd” IT professionals working in the US at the time of 9/11.

EC stepped up security in East Midnapore after CPI(M) complaint

Ahead of the fourth phase of Assembly election in West Bengal on May 3, the Election Commission today further strengthened the security arrangement following complaints of threat and terror by the ruling Left Front.

“Security arrangement has been revamped further in East Midnapore district following complaint by the LF. There will not be any problem for any voter to exercise franchise in the presence of a huge contingent of central force and State security personnel in the districts going to poll on May 3”, West Bengal CEO Sunil Kumar Gupta said here today.

Mr. Gupta said a LF delegation led by CPI(M) leaders, Rabin Deb and Sukhendu Panigrahi, today called on him and submitted a letter, alleging “their supporters are under threat of terror by the Trinamool Congress and are not allowed to enter several areas under East Midnapore district.”

Demanding measures from the EC for the protection of the Front supporters and workers, CPI(M) leader Rabin Deb said that “without any concrete step by the EC against growing evidences of the campaign of terror and violence in East Midnapore, it is very difficult for our supporters to exercise franchise in the areas under Nandigram, Khejuri, Patashpur, Bhagabanpur, Chandipur, Contai and Moyna.”

Responding to the complaint, the CEO said that he had already ordered the district administration to act immediately to ensure safety and security of all voters irrespective of the political parties they belonged to.

“Strong security arrangement has been made in all these areas with the central force engaged in area domination, route march and flag march on the basis of vulnerability mapping”, Mr. Gupta said.

Mr. Gupta said 1.26 crore electorate will decide the fate of 366 candidates, comprising 327 male and 39 female contestants, for 63 seats under Howrah, Hooghly, East Midnapore and part of Burdwan districts during the fourth phase.

20,000 EVMs will be used in 15,711 polling stations, he said.

While maximum number of 13 candidates were at Bally in Howrah district in this phase, lowest number of three contestants were in six seats at Singur, Pursurah, Arambagh, Goghat, Khanakul and Bhagabanpur, the CEO said.

Chinsurah Assembly seat under Hooghly district had 327 polling stations, the largest in this phase, with the highest number of electorate at 2.63 lakh, while Bally seat in Howrah district had the lowest number of electorate at 1.42 lakh, Mr. Gupta said.

Man Dies After Chemist Gives Him A Wrong Drug

Mumbai : A 65-year-old tailor from Mankhurd  Abdul Gaffar Khan dies in Sion Hospital on Saturday afternoon, after the chemist gave him a wrong medicine, reports Mumbai Mirror.Khan, who had hypertension, was erroneously given medicine for cancer by the chemist a few days ago.

He died in hospital on Saturday afternoon. Khan, who was undergoing treatment at the out-patient department at Sion hospital, had recently been prescribed a list of medicines - one of which was Met XL 50.Instead of giving him this drug, the chemist gave him an anti-cancer chemotherapy drug called Methotrexate.

Within 24 hours of taking this,Khan's body broke into a rash, and he started feeling uneasy. He was taken to Sion hospital where he breathed his last. The sole breadwinner of an extended family of 10,Khan is survived by his wife,a daughter of marriageable age and four sons.

Khan’s nephew, Abdul Ali, said that his uncle had acute hypertension and was undergoing treatment for the last four months.

“On April 15, during a routine check-up at Sion hospital, the doctor prescribed four medicines. The next day, he told me to fetch the medicines from Mukhtai Medical Store,” Ali said. “Two days later, he started taking the medicines which made him nauseous and giddy and had boils all over his body.”

On April 24, Khan was admitted to Sion hospital. Doctors at the hospital confirmed that instead of being given ‘Met XL 50’ - a drug to treat hypertension, Khan had been taking ‘Methotrexate’ - an anti-cancer drug which has severe side-effects.

Over the next five days, Khan’s condition deteriorated. He died on Saturday afternoon.

Acting Dean of Sion hospital, Dr Suleman Merchant, told Mumbai Mirror that Khan died due to wrong medication.

“The medicine he was taking is an anti-cancer drug, and is extremely strong. Such medicines should not be given without a proper prescription,” said Dr Merchant. “We tried our best to treat the patient.”

Forensic experts who conducted a post-mortem on Khan’s body confirmed that the anti-cancer drug was mainly responsible for Khan’s death. “Methotrexate is a schedule ‘H’ drug, which should not be doled out without prescription.

Even after administering this drug, the patient needs to be kept under observation every three days for any adverse reaction,” said Dr Rajesh Dere who conducted the post-mortem.

“In this case, the patient did not have cancer and the drug had severe side-effects, prima facie leading to his death. I have advised the police to book the chemist.”

Police Sub-Inspector V Jadhav from Trombay police station, said: “For now, a case of accidental death has been registered. The chemist had not given a bill. As soon as we get the bill, we will register a case and take action against the chemist.”

I Will Not Break Down, Nor Bow Out, Says Modi

Ahmedabad : Gujarat Chief Minister Narendra Modi today accused the Centre of persecuting him through constitutional authorities, saying he would neither “break down” nor “bow out”.Modi’s statement came in the backdrop of recent revelations made by IPS officer Sanjeev Bhatt in his affidavit in the Supreme Court implicating the CM in the 2002 communal riots.

“I have been silent for one year. But today, when the Golden Jubilee celebrations are getting over, I want to put my word before the people,” Modi said during the closing ceremony of a function celebrating Gujarat’s Golden Jubilee year.  “This kind of discrimination in democracy, faced by Gujarat, would not have been experienced by any other state,” the chief minister said.

“In the coming days, I would be entering the battle field with my full strength, I want your blessing,” Modi told the gathering.“To tolerate injustice is also a crime, now Gujarat won’t tolerate injustice,” he added.

“There are thousands of opportunities to trouble Modi, every constitutional authority has been let out to harass Modi. But Modi will not breakdown nor would he bow out,” the chief minister said.

Modi also attacked state Congress, without naming it, for boycotting the Golden Jubilee celebrations terming it anti-Gujarat.

“We have always tried to take everybody together. But those who wanted to take political advantage did not participate or cooperate in the Golden Jubilee celebrations,” Modi said without naming the Congress party.  Those who did not consider the golden jubilee celebration as theirs, opposed it or created obstacles in it, are anti-Gujarat, he said appealing the gathering to “not forgive them”.

Modi said that this was not his function alone, it was a celebration for the entire state. “There could be differences but why this kind of perversity?” he asked.  “Some people forget to take name of Gujarat, but they can’t miss remembering Modi. They don’t feel blessed if they do not remember Modi 108 times. They are into the habit of criticising Gujarat,” Modi added.

The chief minister said that the progress of Gujarat was a collective effort of all the governments in the past 50 years and also by the leaders and people of the state.“People of Gujarat know us very well. They do not have any question in their minds about our philosophy or what we are trying to achieve,” he added. PTI

Customs Slap Rs 10 Lakh Fine On Industrialist's Wife

Mumbai : The wife of business tycoon Sajjan Jindal,vice-chairman and managing director of JSW Steel, has been fined and penalised over Rs 10 lakh for carrying undeclared diamond jewellery and other imported valuables worth Rs 60 lakh when she returned from a trip abroad in October 2010, reports Mumbai Mirror.

Customs officials at Chhatrapati Shivaji International Airport said that when Sangeeta Jindal arrived back she was carrying Rs 21 lakh worth of goods bought in London,in addition to undeclared jewellery worth Rs 39 lakh that she had taken with her while leaving from India.

Sangeeta Jindals case has now been adjudicated and she has been fined and penalised according to the Customs rules and regulations, said P M Govande,Commissioner,Customs.

Last October,Customs officers had called Sangeeta back to the airport as she had left before her baggage had been screened. While screening her baggage,Customs officers came across the jewellery she had taken with her and other imported goods which had not been declared.Ideally Sangeeta should have declared the jewellery she was carrying when she left for London in order to get an export certificate. But she did not do so.

On returning too,the jewellery was not declared.Over and above that, she also bought additional valuables worth Rs 21 lakh for which no duty was paid, a Customs officer said.Sangeeta had been booked under the Customs act for misdeclaration, which amounted to illegal importation of the good she had with her.

In her statement she told the Customs that she made the mistake of not declaring her goods and jewellery out of ignorance. The jewellery, which had been confiscated, will be returned to her after she pays the fine and penalty.

Sangeeta had gone to London for a function. While there, she had made purchases for another event that was to take place later in Mumbai.According to Custom rules, goods above Rs 25,000 must be declared at the Customs counter at the airport. Despite repeated calls and an email,Mithun Roy,a corporate communications official of JSW Steel declined to comment on the matter.

BJP Backs Joshi, Accuses Govt Of Stalling Probe Into 2G Scam

New Delhi : Standing firmly behind PAC Chairperson Murli Manohar Joshi against the onslaught by Congress and DMK members, the BJP today alleged that these were “calculated, deliberate and sponsored” attacks by the ruling coalition to stall the investigation into 2G scam.

“The BJP strongly condemns the attacks on the PAC chairperson. These are calculated, deliberate, concerted and sponsored attacks,” BJP spokesperson Ravi Shankar Prasad said.

Joshi had faced stiff opposition from Congress and DMK members in the PAC meeting today, when they alleged that he was trying to destabilise the government. They opposed the draft report and said it had been outsourced.

Supporting its senior leader and former president against these barbs, the BJP alleged that when the probe reached the top levels of power like PMO and Finance Minister this “sponsored campaign” started.

“There is a design behind this attack,” Prasad said, adding that the attempt was to forestall the report.

“Prime Minister Manmohan Singh had earlier said Joshi is a seasoned politician and a senior parliamentarian. He had also offered to appear before the PAC. The Congress members had also praised the PAC earlier,” Prasad said.

He recalled that during the April 4 meeting of the PAC, the panel had unanimously decided that it should submit its report on 2G spectrum issue by April 30.

The BJP objected to the manner in which some Congress members of PAC commented in the press against Joshi.

“We want to ask the Congress a question that when the Prime Minister had praised Joshi how has he now been painted as a villian?” Prasad said.

The main opposition also charged the UPA government with attacking government institutions one by one.

“First Kapil Sibal attacked the CAG, then the others also attacked him. Then came the appointment of a person (with a tainted record) as CVC. Now a Parliamentary committee is being attacked,” Prasad said.

The Rajya Sabha MP alleged that Parliamentary Affairs Minister P K Bansal had visited some PAC members from other parties to influence them.

“The government does not want the PAC report. It had no objection when industrialists or editors were called. The whole hungama started when officials from the PMO and the Attorney General were called,” Prasad alleged.

“Regardless of repeated rebuffs from the media and the judiciary, the government has shown dogged determination to stall a fair investigation (into 2G scam),” Prasad said. PTI

10 Workers Charred To Death In Delhi Factory Fire

New Delhi : Ten workers were charred to death in a massive fire at a shoe factory in west Delhi’s Peeragarhi industrial area, officials said Thursday.

Around 80 people were working in the three-storey building at the time of fire and many more casualties are feared.

Delhi Chief Minister Sheila Dikshit has ordered a probe into the incident and a case has been registered by the police.

The factory is in Udyog Nagar in Peeragarhi area in west Delhi. The fire broke out at 7.10 p.m. Wednesday.

‘Ten bodies have been pulled out of the debris so far. We fear there will be many more people buried under the debris,’ a fire brigade official said.

‘It took almost 12 hours for firefighters to douse the flames. Twenty-five fire tenders were rushed to douse the flames. The fire was brought under control this morning, at around 7.50 a.m.,’ said the official.

However, fire brigade officials had to wait for the blazing hot debris to cool before they could begin rescue operations. They began rescue work at 2 p.m. Thursday.

‘We have registered a case and are investigating whose negligence it was. We have a list of ten missing persons and ten bodies have been recovered so far which have been sent to the hospital. However, it is still not clear whether they are the same people as on the list,’ Additional Commissioner of Police V. Renganathan said late Thursday evening.

‘We will interrogate all concerned and take the statement of the workers. Investigation is on. The fire brigade team is still there,’ he added.

Most of the workers were migrants from Bihar and Uttar Pradesh. Peeragarhi is a residential-cum-indutrial area, with several factories and also some residential houses.

The list of missing persons are Rajkumar, Bittoo, Manoj, Ajay, Ravi, Mohammad Faizad, Mohammad Sattar, Sunil, Chandrashekhar and Anil, officials said.

According to officials, the fire began on the third floor of the building, which was an open space, before it spread. The cause of the fire is yet to be ascertained.

There were 60-80 people working in the factory, of whom 22 were on the rolls while the rest were employed through contractors on daily wage basis. The factory owner has been identified as Narender Singla, said police.

According to fire officials, the factory had not obtained a No-objection Certificate (NOC).

‘Prima facie it appears that the building stored too many cartons and all the exits and escape routes were blocked as a result. There is a wire mesh on the walls that did not allow those trapped inside to jump. The windows were also blocked. The cause of fire can only be ascertained after the rescue operation is over,’ Director of Delhi Fire Service A.K. Sharma said.

‘There should have been a few more openings of the factory. The fire fighting equipment seems to have been in place but were dysfunctional,’ a senior fire department official working on the spot said.

The chief minister has meanwhile directed Deputy Commissioner G.S. Meena to conduct an enquiry into the incident and submit his report within 15 days.

A grieving relative of one of the victims blamed the authorities for delay in the rescue operation. ‘The rescue work began very late. We had suggested that they should break the wall to rescue those trapped but the authorities took a long to take a decision and by that time it was too late,’ she cried.

‘Five of my friends were working there, all are missing. The police are not letting us in, I don’t know what to do,’ 42-year old Rravikant Rajput said.

Rajput, who worked in the factory a few years back said the building had small gates. He also said that fire incidents had occurred in the factory several times earlier, but no one died.

Ram Nath, another witness, said he saw only one boy escaping.

‘I was here till 1.30 a.m. and saw only one boy escaping, I don’t know what happened to the others,’ he said.

This is the fourth incident of fire in Peeragarhi in three months. On Feb 15, 2011, a polyvinyl chloride factory caught fire but no one died in the incident. Just ten days later on Feb 26 another fire broke out in a shoe factory, killing four including a child. On March 13, a fire was reported yet again from another shoe factory but no loss of life was reported.

PAC Ruckus A 'Black Day' In Indian Democracy: Gadkari

New Delhi : BJP President Nitin Gadkari tonight said the ruckus at the meeting of the PAC on the 2G spectrum scam represented a “black day” for the country’s democracy and alleged that whatever happened there was done at the “direction” of Prime Minister Manmohan Singh.

Addressing a hurriedly convened news conference, Gadkari also said that four Union Ministers were “controlling” and “monitoring” all activities relating to the stormy meeting presided by BJP leader Murli Manohar Joshi.

Gadkari, who did not identify the ministers, accused the Congress leadership of “masterminding” the happenings at the PAC meet in Parliament House.

“Whatever happened today was done at the direction of the Prime Minister,” Gadkari said.

The BJP chief said, “four union ministers were sitting in Parliament controlling all activities, monitoring it.” Gadkari claimed whenever UPA faces allegations of corruption, it resorts to such things.

“Whatever happened today was childish behaviour on part of the UPA...after the meeting was adjourned by Joshi ji, a Rajya Sabha member was elected as the chairman by UPA members,” the BJP president said.

Joshi, who was targeted at the PAC meet, was appreciated by the Prime Minister himself for his good work. “And the Prime Minister himself had offered to appear before the PAC,” he said.

Gadkari claimed till the time PAC was quizzing corporate honchos and journalists, the work of the panel was going on smoothly.

“But when they realised that the PM, the Congress party and top officials would be questioned (in the 2G spectrum scam probe), they started creating problems...they did this when they realised that they could face tough questions,” he said.He slammed the UPA for trying to cover up cases of corruption at a time when people were demanding greater transparency and legislations like Lokpal.

The BJP leader also slammed BSP and SP for supporting Congress whenever it faces crisis.“During the 2008 trust vote, they helped bail out the UPA,” he said. PTI
